That move wants to earn a tempo. It threatens 5.c3 and 6.d4 to have got predominance in the center.
But if you play white be careful to Lasker defence:
1.e4 e5 2.Nf3 Nc6 3.Ac4 Ac5 4.b4 B:b4 5.c3 Aa5 6.0-0 d6 7.d4 Ab6.
or 5...Ac5 6.d4 e:d4 7.0-0 d6.
These moves should advantage black and not white!

you might want to go over some of the games of Adolf Anderssen or Paul Morphy . they played the Evans Gambit a lot . Anderssen played the famous Evergreen game with the Evans Gambit .

There is a lot of theory to the Evans, more than one could cover in a post. It is interesting to compare Morphy's and Anderssen's approach to the game. Anderssen always makes a threat when he moves, if the threat involves developing a piece it's a coincident, while Morphy makes a effort to develop a piece. While Morphy also likes to make threats he places a premium on development. If you Google the Evans Gambit you can find quite a bit of theory. I believe there are some articles at chesscafe.com which you should find when you do your search.

Google youtube Evan's gambit

Message:
Youtube is good because they play out the game on a chess board rather than having to follow chess notation - but iguess it is a matter of personal preference:)

The Evans is wonderful fun, but can get very positional and boring if black declines.

Chess news:

Game 5 of Title Match Is Drawn; Anand Retains Lead -- The World Chess Championship Match in Sofia, Bulgaria, resumed on Friday with a relatively uneventful draw. That preserved the one point lead of Viswanathan Anand of India, the chess champion, over the challenger, Veselin Topalov of Bulgaria. The score now stands at 3 to 2 in the best-of-12 match. In Game 5 on Friday, Topalov had White — his third of the match. He opened with the d pawn as he had in the two previous games he had White and Anand responded with the d pawn, as he had in Game 3. The players then repeated the first 14 moves of that game before Anand deviated slightly on move 15. Though he had drawn Game 3 rather easily, Anand either ...

At Halfway Point, Chess Champion Retains Lead of Title Match -- For the first time in his title match with Viswanathan Anand of India, the defending world chess champion, Veselin Topalov, a Bulgarian, did not lose while playing Black. He also did not win as Game 6 ended in a draw. That preserved Anand’s one point lead. The score is now 3.5 to 2.5 in the best-of-12 match. The chess match is being played in Sofia, Bulgaria, and has a prize fund of two million euros, or about $2.7 million. Anand had won Games 2 and 4, when he had White, posing a serious problem for Topalov when he had Black. In Game 6, Anand again chose the Catalan opening, as he had in the previous games. Topalov responded as he had in Game 2, when he got a good ...

An Exciting Draw Kicks Off Second Half of Title Match -- The seventh game of the World Chess Championship match in Sofia, Bulgaria, ended in a draw, just as the two previous games had. But the game on Monday was far from dull. Viswanathan Anand of India, the chess champion, had White for the second game in a row as the players reversed the order of colors now that the match is in its second half. As he has done throughout the match, Anand opened with the d pawn and played the Catalan. Veselin Topalov of Bulgaria, who had stuck with the same first four moves in the previous games where he had Black, suddenly selected a new move, though one that is often played. Topalov played rapidly, indicating that ...
